Project Description
The Fry Apartments Rehabilitation Project will preserve and enhance 54 units of deeply affordable housing in a high-opportunity area adjacent to downtown Tucson. Originally build in 1971, Fry Apartments is a HUD project-based rental assistance property owned by the City of Tucson. The city intends to leverage 4% Low-Income Housing Tax Credits (LIHTC) to modernize and expand the site.
Planned improvements include comprehensive upgrades to major building systems, modernization of 48 existing units, construction of six new units, and the addition of a community room and playground. These investments will not only protect existing affordable housing stock but also improve resident quality of life and support long-term sustainability.
This project directly supports the City of Tucson’s Housing Affordability Strategy, which prioritized the development of affordable housing on City-owned land and focuses on areas with high opportunity. The Fry Apartments site scores a 91/100 on the City’s Housing Opportunity Index, with immediate access to transit, schools, parks, and employment centers. The project is included in the HUD 5-year Consolidated Plan and the one-year, you can find the updated plan at https://www.tucsonaz.gov/Departments/Housing-and-Community-Development/Documents/Plans
