El Rincón (Main & Davis Sites)

Background

The City of Tucson and El Pueblo Housing Development (EPHD) are developing El Rincón, a multifamily affordable housing community on two City-owned sites: 450 N. Main Avenue in the El Presidio neighborhood and 560 W. Davis Street in the Barrio Anita neighborhood.

In June 2026, the Arizona Department of Housing awarded the project $2.5 million in highly competitive Low-Income Housing Tax Credits (LIHTC).

El Rincón will create 67 affordable homes across the two sites, including 17 homes at the Main Avenue site and 50 homes at the Davis Street site. Together, the developments will deliver high-quality, neighborhood-compatible housing that respects the unique character of Barrio Anita and El Presidio.

El Rincón will include a mix of two-story duplex and four-plex buildings and one three-story multifamily building, offering both flats and two-level townhouses. The development will provide 6 one-bedroom homes, 47 two-bedroom homes, and 14 three-bedroom homes.

All 67 homes will be income-restricted affordable housing. Twenty-three homes will be affordable to households earning up to 40% of Area Median Income (AMI), 23 homes will be affordable to households earning up to 50% of AMI, and 21 homes will be affordable to households earning up to 60% of AMI.

Amenities will include washers and dryers in every home, a community room, a playground, a basketball half-court, a BBQ area, bicycle parking, and 39 covered and 28 uncovered parking spaces. Construction is expected to begin in 2027.

Community Meeting – February 11, 2026

The City of Tucson hosted a community meeting on February 11, 2026, at the Tucson Museum of Art. During the meeting, the project team presented updated development concept plans prepared for the Low-Income Housing Tax Credit (LIHTC) submission and reviewed design changes made in response to prior community feedback.

The meeting included an extended Q&A session, followed by an open house–style discussion where participants could review the site layout and updated renderings in more detail and continue conversations with the project team. Feedback stations were also set up to gather input on potential project name ideas and traffic concerns. This input will help inform the Traffic Impact Study and Parking Study that will be conducted following the announcement of LIHTC awards.

Community Meeting – December 3, 2025

The City of Tucson hosted a community meeting on December 3, 2025, at the Tucson Museum of Art to share information about the project and gather feedback on the updated draft development concept plans. During the meeting, attendees were invited to share ideas and feedback on a range of design considerations, including building layout and orientation, outdoor community spaces, architectural style, materials, design features, and potential screening wall materials.

Community Meeting – October 11, 2025

The City of Tucson hosted a community meeting on October 11, 2025 at the Tucson Museum of Art to share information about the project and to gather community feedback on the preliminary draft development concept plans.

City of Tucson staff and members of the project architecture team from Poster Mirto McDonald attended several meetings throughout October and November including El Presidio Neighborhood Association meetings and PTA meetings at Davis-Romero Bilingual Elementary Magnet School to connect with additional neighbors and stakeholders.
