Amazon Flats

Background

The Amazon Site is comprised of two different projects: Amazon Motel and Amazon Flats. Amazon Motel involves the rehabilitation and conversion of a former motel into 30 studio apartments of Permanent Supportive Housing for individuals experiencing homelessness. These units are targeted to households earning up to 30% of the Area Median Income (AMI), with no time limit on tenancy to ensure residents can remain housed while accessing the supportive services they need until they are ready to transition to independent living. The project was completed in September 2025.

Amazon Flats—which is Phase III of the HUD Choice Neighborhoods Implementation (CNI) Housing Strategy— will add 59 new affordable housing units on adjacent vacant land. These units will serve households earning up to 50% AMI and are expected to be completed in the summer of 2027.

On Thursday, September 16, 2025, Tucson Mayor Regina Romero, Ward 3 Council Member Kevin Dahl, the City of Tucson, Old Pueblo Community Services, Pima County, and other partners held a ribbon cutting to celebrate the completion of the Amazon Motel, 30 permanent supportive housing units for individuals exiting homelessness. There will be no time limit on tenancy to ensure residents can remain housed while accessing the supportive services they need until they are ready to transition to independent living.

Amazon Motel is located across the street from Pima County’s new Northwest Service Center facility featuring a health clinic and employment assistance services. Project amenities include a laundry room and a community space. The property acquisition and rehabilitation of Amazon Motel was largely funded by a $6.2 million Arizona Department of Housing Hotels to Housing grant using federal American Recovery Plan Act funds. Additional funding for the project was provided by the City of Tucson Framework Affordable Housing Acquisition and Programming as well as Pima County gap funding.
