Project Description

Craycroft Towers and Lee Street Duplexes project entails the preservation and rehabilitation of an existing 74- unit apartment complex and 8 units located in four duplexes on a single 3.1-acre parcel located at 1635 N. Craycroft Road and 5411 E. Lee Street in the Avondale neighborhood of Tucson, Arizona. The City of Tucson Housing and Community Development Department (HCD) purchased the property in 1972. HCD currently owns and operates the development as public housing. As part of the rehabilitation project, HCD will transfer ownership of Craycroft Towers and Lee Street Duplexes to its non-profit development arm, El Pueblo Housing Development (EPHD).

Modernized unit amenities will include central heating and air conditioning, refrigerator, range, dishwasher, vinyl flooring, and extensive cabinet and closet storage. The units will be rehabbed to high energy-efficiency standards and will include high efficiency heating and cooling equipment, EnergyStar appliances, low-flow fixtures and xeriscape landscaping, ceiling fans, and high-performance wall and attic insulation.

Planned common space improvements include a new construction clubhouse building and to-be-determined upgrades to outdoor spaces. For more information on the scope of rehabilitation work, please see the project fact sheet below.

Rental Assistance Demonstration (RAD) Information

Rental Assistance Demonstration (RAD) is a federal program that allows public housing to be converted to a more stable, long-term Section 8 funding platform, helping preserve affordable housing and improve property conditions. This project will be converted through RAD, allowing it to leverage additional funding sources to make needed renovations while ensuring residents can remain in their homes with continued housing assistance. Resident Meeting – August 6, 2026

The City of Tucson hosted a resident meeting on Thursday, August 6th in the Craycroft Towers community room for a brief project update. During this meeting, we once again reviewed the project timeline, funding, and RAD process that allows for the rehabilitation of Craycroft Towers and Lee Street duplexes. We discussed design and construction updates at the July resident meetings and will return in the early fall with more updates. This meeting focused primarily on RAD information.

Resident Meeting – July 6 & 9, 2026

The City of Tucson hosted six resident meetings on July 06 and 09, 2025 in the Craycroft Towers to share information about the project and gather feedback on design finish options. During the meeting, the project team presented updates regarding project funding, resident relocation specialists, and reviewed site design changes made in response to survey results from residents.

The meeting included an extended Q&A session, followed by an open house–style discussion where participants could review the interior and exterior finish options and updated renderings in greater detail and continue conversations with the project team. Feedback stations were set up to collect input resident preferences on the finish material and color options.
